Sourcing to travel
Italy hires Pakistani workers across agriculture, manufacturing, hospitality and caregiving, including placements under its seasonal and non-seasonal flow (Decreto Flussi) quotas.
As a Government of Pakistan–licensed Overseas Employment Promoter (OEP Licence No. 4035, BEOE-registered) with over 15 years of international recruitment experience, Falisha Manpower sources skilled, semi-skilled and unskilled Pakistani workers for employers in Italy across construction, manufacturing, welding, logistics, agriculture, hospitality and caregiving, in line with applicable work-permit and employment regulations.
With a nationwide sourcing network and offices in Rawalpindi (head office), Lahore, Karachi, Peshawar and Azad Jammu & Kashmir (AJK), our team manages candidate screening, documentation and full deployment coordination throughout the hiring process.
Italy admits non-EU workers mainly through the Decreto Flussi — annual quotas that set how many work authorisations are available by sector and region. An Italian employer applies for a nulla osta (work authorisation) within the quota, after which the worker applies for a work visa. Understanding and timing the Flussi is central to recruiting for Italy, and it is where our experience helps.
Demand concentrates in construction, agriculture and seasonal farm work, hospitality and tourism, domestic and care work (badanti), logistics and transport. Falisha Manpower sources and screens Pakistani candidates and coordinates the process with Italian employers.
We place construction and civil trades, agricultural and seasonal workers, hotel and restaurant staff, cooks and kitchen hands, domestic and care workers, and warehouse, logistics and driving staff. Each is matched to the sector quota and employer requirement.
Candidates are documented and prepared before travel so Italian employers receive workers who are ready to begin.
Demand is strongest in the industrial north — Lombardy, Veneto and Emilia-Romagna — and in Lazio and the agricultural and tourism regions, with Milan, Rome, Turin and the farming and coastal areas hiring across seasons.
We match candidates to the employer, sector and region and coordinate sourcing and paperwork from Pakistan.
The route is employer-led and quota-bound: the employer applies for the nulla osta within the Decreto Flussi, the worker then applies for the work visa at the Italian mission, and a residence permit (permesso di soggiorno) is issued after arrival. Medical screening and Protector of Emigrants clearance are completed in Pakistan.
Because places depend on the annual quota, timing matters — we align applications with the Flussi windows and keep employers and candidates informed.
Italian employment is governed by national collective contracts (CCNL) that set pay and conditions by sector, with social-security coverage through INPS and the full range of EU labour protections. Working in Italy places candidates inside the EU labour market.
We place candidates only on documented contracts and brief them before departure on their role, pay and conditions.
To work in Italy you will usually need a valid passport, relevant certificates and experience, and a nulla osta from an Italian employer within the Decreto Flussi quota. The work visa follows at the Italian mission, with the residence permit issued on arrival.
The quota system takes patience; we guide you honestly through it and, in line with BEOE rules, never charge candidates unlawful fees.
Italy’s demand for overseas workers is concentrated in a few sectors the Decreto Flussi quotas are built around. Seasonal agriculture needs farm and harvest workers; construction needs civil trades; hospitality and tourism need hotel, restaurant and kitchen staff; and the ageing population drives steady demand for domestic and care workers (badanti).
Each of these is tied to the annual quota and to specific regions, so success depends on matching candidates to the right sector and employer and applying within the Flussi window — which is where our experience of the system matters.
We prepare and document candidates for these roles and align applications with the quotas, so employers and workers are not caught out by timing.
The Decreto Flussi means patience: places are limited and released on a schedule, and the nulla osta must be secured within the quota before a visa can follow. We are honest with candidates about this up front rather than promising a fast track that does not exist.
We coordinate the nulla osta, visa and travel with the Italian employer and keep everyone informed, so when a place is available the candidate is ready to move.
